Youth Council The Youth Council advises the WIB on the best ways to prepare the Merrimack Valley youth for employment and life-long learning. The Youth Council also recommends program strategies and eligible providers for youth employment and training services. Its members, who are appointed by the Mayor and the WIB, include youth, parents, and representatives from youth service organizations, the private sector, education, organized labor, the juvenile justice system, and other groups.
